Check with your title company for a copy of your CC&R's they have to have them on file before escrow can close. The Board governs themselves. Best bet vote them out come annual election time. As a homeowner you can see and should have access to any and all info about the building. It is your investment. I don't know who your management company is but call the DRE and set a fire under them. Audits are a pain. Find out if they can be replaced and replace them with a different company.
