		<description>That seems to be a problem with many Boards here in CA.  Check with your title company for a copy of your CC&amp;R&#039;s they have to have them on file before escrow can close.  
The Board governs themselves.  Best bet vote them out come annual election time.  As a homeowner you can see and should have access to any and all info about the building.  It is your investment.
I don&#039;t know who your management company is but call the DRE and set a fire under them.  Audits are a pain.  Find out if they can be replaced and replace them with a different company.
Len Siegel is a great HOA attorney, might not be a bad idea to chat with him.
